MONTSERRAT VOLCANO OBSERVATORY (MV0) WEEKLY REPORT MARCH 16TH, 2019 TO MARCH 22ND, 2019

Activity at the Soufrière Hills Volcano remains low.

The seismic network recorded one rockfall and two VT events this week.

There are no measurements of S02 flux to report since the 12th of March.

Pyroclastic flows can occur at any time without warning on any side of the volcano, including Gages from where they can travel rapidly into Plymouth. Tracks across the Belham Valley can be destroyed or heavily modified by flash flooding or lahars, and caution should be exercised crossing the valley during and after rainfall.

The Hazard Level is 1. There is no public access to Zone V, including Plymouth. Maritime Zones E and W are daytime transit only between sunrise and sunset (boats may sail through the zone but must not stop). Anyone who ignores these restrictions is liable to be prosecuted.

MONTSERRAT IS PARTICIPATING IN THE CARIBE WAVE TSUNAMI EXERCISE TODAY

Today, Thursday March 14th, 2019, Montserrat will join other countries across the Caribbean to participate in the annual tsunami simulation exercise “Caribe Wave” 2019. This year’s scenario simulates a tsunami generated by the flank of Kick ‘em Jenny Volcano. For this simulated exercise, a 6.0 magnitude earthquake associated with a submarine volcanic eruption and subsequent collapse of Kick’em Jenny, North of Grenada in the Lesser Antilles, which generates a tsunami. a 7.6 magnitude earthquake in the Mona Passage just west of Puerto Rico. The purpose of this exercise is to advance tsunami preparedness efforts in Montserrat, the Caribbean and Adjacent Regions. The Montserrat Disaster Management Coordination Agency (DMCA) is encouraging residents to use this opportunity to test their earthquake, tsunami and evacuation procedures. According to officials at the Disaster Management Coordinator today’s activity will give DMCA an opportunity to test its alerting and communications protocols with the Pacific Warning Centre and other regional agencies. As part of Montserrat’s tsunami readiness project, tsunami warning signs have been erected in Little Bay and Carrs Bay. This project will see other tsunami-vulnerable areas benefiting from the installation signage including evacuation routes and the demarcation of rendezvous points and mapping of vulnerable coastlines. CARIBE WAVE is the annual tsunami exercise of the Intergovernmental Oceanographic Commission (IOC) of the United Nations Educational, Scientific, and Cultural Organization (UNESCO). This exercise will be conducted on 14 March 2019, and coordinated together with the U.S. National Oceanic and Atmospheric Administration (NOAA) and the Caribbean regional emergency management stakeholders (CEPREDENAC [Coordination Centre for the Prevention of Natural Disasters in Central America], CDEMA [Caribbean Disaster Emergency Management Agency], and EMIZA [French Inter-Ministerial for the Antilles Estate Major Zone]). DMCA CONTINUES ITS TSUNAMI AND EARTHQUAKE PREPAREDNESS CAMPAIGN TODAY WITH A VISIT TO THE MONTSERRAT COMMUNITY COLLEGE

Natural disasters and other emergencies can happen at any time with little or no warning; at home, at the beach, at a party or at school. When disasters and emergencies happen everyone should be prepared to handle them safely and effectively. Some natural disasters can be predicted, giving residents enough warning to evacuate or take other safety precautions, but others can happen unexpectedly or go through rapid changes that suddenly put our homes, work places and schools in danger. Many natural disasters can be predicted and tracked, but earthquakes and tsunamis tend to strike without warning. Thoughtful planning and preparation can help ensure the safety of all residents including students and staff at schools should an earthquake occur during school hours, at home, at church, at a fete or elsewhere.
